Northern GMS Transport Network Improvement Project

The GMS Corridors are seen as ‘initializing' projects for economic cooperation in the sub-region and serve as a ‘locomotive' for sub-regional development along their important axes. The improvement of the project road (National Road 4 - NR4) will facilitate exchange and development between neighbouring countries. In particular the transport infrastructure will complement the Governments' programs to promote agricultural and industrial production in the corridor of influence area by redressing transport deficiencies and providing more reliable and less costly transport services.

The Project comprises (i) improvement of 367 kilometers (km) of Route 4 (the project road) from Xiang Ngeun to Nakha, construction of a bridge over the Mekong River on the project road, and improvement of about 100 km of rural access roads in the project area; (ii) procurement of equipment for use in operating and facilitating the border crossing at Kenthao, now under construction, and for enforcement of axle-load controls on the project road; (iii) consulting services for construction supervision and monitoring and evaluation as well as detailed design for the rural access roads; (iv) maintenance of the national road network by providing financing for periodic road maintenance; (v) improvement of road safety by financing consulting services to continue the ongoing road safety assistance program; and (vi) a program to reduce the risks of HIV/AIDS/sexually transmitted infections (STIs) and human trafficking that may develop during the improvement and operation of the project road.

LCG is contracted by DOHWA under EDCF fund to prepare the detailed engineering design of 56 km of road rehabilitation, in conformity with the MPWT's specifications and requirements. The assignment includes the topographical survey, installation of GPS control points and hydraulic data collection, and detailed geometrical, pavement and drainage designs for road section.

Under the ADB component, LCG as associate consultant provided a team of community mobilizers to carry out the activities under vi) above and a team of engineers and technicians (inspectors, materials engineer, surveyor, and laboratory technicians) to assist in the construction supervision of the national road from Pakhone to Nakha and feeder roads.

ADB Grant No. 0143-LAO: Small Towns Water Supply and Sanitation Sector

The Project has been designed to improve the quality of life of the residents of small towns in Lao PDR and to enhance the towns' roles as economic, market, manufacturing, and service centers for their surrounding rural areas. It will contribute to the Government's efforts to increase the percentage of the urban population with access to safe piped water to 80% by 2020. The Project aims to strengthen the overall water supply sector by supporting the establishment of the Water Supply Regulatory Committee (WSRC); assisting its secretariat, the Water Supply Authority (WASA), to carry out its sector regulatory functions; and helping the water supply utilities (PNPs) to become corporate entities under the Enterprise Law. The Project will provide support for business and financial management as well as efficient operation and maintenance to improve PNPs' organizational performance and sustainability.

The Project will support the provision of piped water and sanitation services for an estimated 137,000 residents in 124 villages in 15 small towns. It is a sector investment project with the following outputs: (i) a stronger and more sustainable urban water supply sector; (ii) new and rehabilitated water supply systems in 15 small towns; (iii) improved drainage and public sanitation; (iv) enhanced community action and participation; (v) more gender equity in urban water and sanitation; and (vi) improved capacity for project implementation, operation, and maintenance.

LCG is the lead firm of the Joint Venture to provide Project Implementation Assistance and Capacity Development covering a) assisting PCU to implement water supply development and rehabilitation and improve drainage and community action and participation; b) assist PCU and PIUs to prepare detailed feasibility studies, sub-project appraisal reports, site investigations, topographical surveys, detailed engineering design, contract documentation, bid process, construction supervision and contract administration/management; c) strengthening sector planning, regulation and management of central government agencies.

Xe Pian Xe Namnoy Hydro-power Project: Environmental Impact Assessment, Resettlement and Ethnic Minority Development Plan and Cumulative Impact Assessment

PNPC are constructing a 390 MW Hydro-power Project on the Houay Makchan, Xe Pian and Xe Namnoy in Champasak and Attepeu provinces of southern Lao. The implementation of the Project includes an Environmental Impact Assessment (EIA), Resettlement and Ethnic Minority Development Plan (REMDP), and a Cumulative Impact Assessment (CIA) of the Xe Kong Basin. The consultancy services involve development of an existing SEIA to ADB Safeguards standards based on Due Diligence carried out by ADB/IFC and an ADB hired international consultant.

The work involved revision of the Environmental Impact Assessment including: basin hydrology and environmental flows; aquatic ecology; terrestrial biodiversity; watershed management and biodiversity restoration; and an endemic fish species study.

A Cumulative Impact Assessment of the development of hydro-power, mining and agro-industrial development through land concessions.

The scope of work for the Social Safeguards included:

1. census socio-economic baseline household survey of approximately 1,800 households in 17 villages;
2. detailed inventory of about 450 households;
3. development of databases for the surveys, entry and analysis of the survey data;
4. quality assurance of data collection and entry into databases;
5. corrective action plan for livelihood restoration;
6. Labour Management Plan;
7. Gender Action Plan;
8. Public Health Action Plan;
9. Irrigation Plan;
10. Community Health and Safety Plan;
11. Ethnic Minority People, Cultural, Socio-economic, and Agro-ecological Study

Decentralized Irrigation Development and Management Sector Project
